A proven chief executive and business strategist, Howard helps companies accelerate growth, shorten sales cycles, and improve operating efficiencies resulting in an expansion of net operating margins. As a founding partner at Plus Point Partners, LLC, Howard develops and executes growth strategies with his clients using the firm’s processes and relationships to find and achieve the fastest path to revenue.

He started two software products and applications development companies that built large scale, complex budgeting, personnel, and logistics systems. His companies were pioneers in the use and training of an emerging computer programming development methodology to the public and private sectors. One resulted in an IPO and the other he sold to an international consulting firm. He founded and managed a boutique investment management and strategic consulting firm with a focus on emerging technology companies.  

As a co-founder of Sage Systems, Inc., a technology professional services, applications development and training firm, he was the primary architect of the company’s market positioning, sales strategy and execution in the federal marketplace. The company achieved annual sales of $18m with 125 employees which included an entrée into the commercial marketplace as the developer of off-the-shelf commercial software identified as CASE [computer aided software engineering] tools.

Howard founded Sage Federal Systems, achieving $28 million in annual sales with 275+ employees with offices in multiple cities serving both the public and private sectors. Projects included the design, implementation and support of multi-billion dollar Department of Defense programs as well as the introduction and training of CASE tools. He sold the company to ICF/Kaiser. The company was an INC Magazine 500 Fastest Growing Company for five consecutive years.

Howard founded Churchill Investment Corporation, the Managing General Partner of two technology investment limited partnerships, operating as hedge funds, created to invest in emerging high technology public companies. Investors were high net worth individuals and several institutional investment funds.

Howard was a member of the Board of Directors of a $2.4 billion healthcare New York Stock Exchange company. He was an Arthur Young Entrepreneur of Year Finalist . He is a past president of two non-profit organizations and a former member of the Board of Trustees of a prestigious private school. He was a Captain in the U.S. Army Medical Service Corps, twice being awarded the Army Commendation Medal for innovative project management. He received a B.S from American University, Washington, D.C., and an M.B.A. from Golden Gate University, San Francisco, California. He is a registered Investment Advisor [NASD Series 65 certified].

During his tenure at EDS Don was a Financial Coordinator of the US Army’s ASIMS program, managing the finances of over $150MM per year. As Director of Business Development for Navy and DOD programs at EDS, Don expanded the EDS footprint at DISA and DLA with a $350MM contract, and Navy programs at NAVSUP, BUPERS, NAVSEA, NAVAIR, SPAWAR, the US Marine Corps and the Marine Corps Exchange. The personal relationships Don has built throughout these many endeavors remain intact today and are a valuable resource for gaining access to information and business opportunities for Plus Point Partners’ clients.

At, he established the Government Systems Group. He created and executed an enterprise software sales strategy that provided for software to be sold on an agency-wide basis in Defense Mapping Agency (now NGA), Defense Logistics Agency, Department of the Treasury, and the Department of Energy that produced annual revenues of $60MM in four years. Don had the leadership role for divestiture of the commercial division of to Digital River, Inc. and the Government Systems Group to Softchoice Corporation.

He was instrumental in the development and sales of the enterprise software management tool, ATLAS™ that enabled the distribution and management of enterprise wide software throughout the federal government to address the challenges of software inventory tracking and control. Don was the General Manager for the Public Sector and Special Advisor to the CEO of Real Networks for Government affairs.

For the past seven years Don has operated B2Gov, a consultancy to companies seeking to build relationships and doing business with the US Federal government. Clients have included multi-national companies in North America, Europe and the Middle East as well as local, emerging companies.

Don is a pro-bono instructor and business counselor at Community Business Partnership, sponsored by The George Mason University, Mason Enterprise Center within the School of Public Policy. He is also a first responder as a volunteer firefighter and EMS driver for the Lovettsville Volunteer Fire and Rescue, Company 12 in Loudoun County, Virginia. He served 6 years in the US Navy. He received a B.S. in Finance from George Mason University and an MBA from The George Washington University.
